I always top off after going to a place with free refills. and if i plan on staying a while, I get a small, if it's cheaper, since the size of the cup is irrelevant if you just keep refilling it.

Counterpoint: To-go goodness. I want a larger cup so I can fill it up right before walking out the door so it will last me longer.
