In theory XP is POSIX compliant which means you should be able to take any POSIX code, compile it and run it on any other POSIX OS.

The problem occurs with the GUI's API which is definately not standard. Being that MS (and most games) uses DirectX to draw things to the screen. Which gets into licensing issues etc etc...
