So does this plan have details?  What is the timeframe and budget?  What are the contingencies?  Does your plan have a champion?  What are the perceived obstacles?  I think we need something more to go on here.

I watched their ppt presentation, and read their commission's report on the project; it doesn't have any funding appropriated for replies.
