I actually don't mind the idea of some kind of tiered citizenship, provided it is based on some kind of objective, merit-based criteria.  I don't think people appreciate their citizenship because they have done nothing to earn it. 
Granted, keeping things the way they are now is highly preferable to the potential downside in such a scheme, but the idea has merit.

In this great country of ours, if you break a law, and are caught, you are punished. The punishment you get depends on which law you break. If you walk onto American soil without first getting permission, or if your permission was temporary and you don't leave when it expires, then you are breaking a law that was redefined by the Immigration Act of 1965, which was signed by LBJ, a liberal Texan who escalated the war in Vietnam, and was pushed by Ted Kennedy, a liberal Kennedy who was a Kennedy. If you are a first-time offender of the Immigragion Act, which dictates a maximum number of people each year who get to come live with us, then you are guilty of a misdemeanor, but upon repeated violations you will be charged with a felony. Regardless, the penalty is the same: deportation. If you have an anchor baby, it gets complicated, but the ability to have an anchor baby is one of the great things about this country, and has been constitutionally protected since the late 1800s when we were trying to keep all the subhuman Chinese from ruining our American way of life. Waitaminute, where was I? Oh, yeah. Immigration law is enforced by the feds, so local police don't get involved, which is a good thing because the local police in my area are being run by a guy who is probably going to end up serving time. I'm looking at you, Mike Corona. You should be deported. Don't we have an Unprincipled Moron Quota in this country? Anyway, I don't see the problem. A whole bunch of Mexican-looking people are being deported all the time, in strict accordance with the law, whenever they are caught. They try not to get caught, just like I slow down on the freeway when I see a cop in my mirror. I think it would be smart of me to learn some workplace Spanish. TRABAJO, MUCHACHOS!!!!! I'm just glad it's not workplace Mandarin.

And THAT was where I ran into trouble when I started this thread.  Unfortunately, I'm finding that it's damn near impossible to have even the narrowest of conversations concerning any aspect of citizenship or immigration.  Emotions are too high and people lump it all together and just don't seem to be willing to listen to any sort of reason about any aspect of it.

I don't like quotas.  They're arbitrary.  Borders should be open or nonexistant.  Labor will move where it is needed, regardless of the arbitrary laws/enforcement etc.  I think the idea of nations is way outdated, especially in this age of telecommunication/networking/transportation.  Why can't social constructs evolve like biological ones?

Don't you live in a certain God-forsaken border state?  I would think you run into at least as many hardcore conservatives/closet racists as I do. 

Here's how you can tell:

1) enter immigration discussion
2) raise issue of thinly veiled racism with anti-immigrationers
3) watch them get indignant about the accusation
4) replace "mexicans" with "swedes" in their arguments
5) watch them say they would still feel the same way, but without any conviction

Actually, the only other direction this thread could have taken is towards a debate over States' Rights, which in turn leads straight to Roe v. Wade and Life at Conception &c. You got off easy.
