It's normal. The forums are not malfunctioning...

Part of the agreement with Geeks.com was to display the banner and text below in exchange for stuff to give away. I did a forum upgrade about a month ago and they went away because of that, and just recently I got the time to add the banner/text code back in to remain in compliance.

Better than the companies who put fake interactive content into their banners.  Does that ever actually work on anyone?  Are there realy people out there who think you can use a select box magically embedded in an image?
