He could at the very least pretend to respect the customs of the country he's asking to get to be in charge of. Whether he believes it makes any difference where his hand is or not is not the point. It IS a custom. If it was some small nation in Africa, and the custom required a certain garb be worn, but he refused to wear it; they would probably be offended, and everyone would understand perfectly why. Why is this issue any different? It has nothing to do with any religion; it is some modicum of respect to those who have sacrificed so you can have what you have, and of the idea and dream behind this nation. It is certainly not a massive burden to place on someone to have them place their hand over their measly heart on only two special occassions.
