Will pay people to find the owner of a website

Hello recently I was a victim of fraud and would like to go meet the guy who did it,

im will to pay someone to find the owner of the site

I was thinking that I would maybe open a business where I would not only find out who runs sites like that and confirm the information personally, but I would use my mail-order Private Investigation and 90s l33t txt phile training to get all sorts of information on them, and perhaps do much more.
