The peoples of the world do not want a repeat of the calamaties of war. --J. Stalin.
The evil American capitalist/imperialist is offering food to the people of Europe with one hand, but with that aid comes a catch -- a continuation of war. The scroll wrapped around the rifle is titled "North Atlantic Pact", aka NATO.

Also, the word МИР (mir) means both "world" and "peace" in Russian, and the word НАРОД (narod) is used for "people" and "nation", as in Navaho People/Navaho Nation. So НАРОДЫ МИРА means simultaneously "Peoples/Nations of the World" and "People/Nations of Peace".
МИР is the most-used double entendre in poster art history.
