  But...you just said:

 money-for-nothing-too-offensive-for-canada “broadcasters shall ensure that their programming contains no abusive or unduly discriminatory material or comment which is based on matters of race, national or ethnic origin, colour, religion, age, sex, sexual orientation, marital status or physical or mental disability.”

 The 'principle' of Free Speech means at some point someone will be offended. It does NOT jive with banning books, movies, or other material because of the words used. The principle of Free Speech means you WON'T be jailed, fined, or otherwise troubled by the government for using words.
