I read the rules and it didnt say anything about having to post a certain amount before starting a new topic or anything like that but I am trying to start a new topic in the Hardware, Software, and Other Imperialist Crap section but cant find the "New Topic" bottom. What do I have to do to be able to start a topic on that forum? I also wanted to post on a topic on that forum and couldn't do it.

You can't post in that subforum. You have not earned that privilege yet.

Why don't you go over to the newbies subforum and post an intro thread? I find it amusing that you read the rules, but decided to disregard that particular one.
