It's a sort of checklist.

Usually, I go to the handicap one, because the other stalls are usually too close and it feels weird if someone is in one next to me. If the handicap one is occupied or if it's dirty, I find the one that's farthest away from any occupied. If it's dirty, then I say fuck it, and find a vacant one that's clean. If none are clean, I hold it.
