That is kinda something we would all want to know.
   Free always comes with a price or limit.  
Buddy of mine in the next dorm over has a server I can store crap on. but, not much else.

I take it you either don't have cable/dsl inernet or even though you're asking about perl and mySQL you (this is gonna sound freaking retarded) don't have Apache capabilities?
