You're right. The problem is that it's too easy to get in, but deportation isn't the solution. Work on the real problem, and deportation won't be required.
To solve the real problem, we have to start to cut away those elements who use this bad (London) background, to recruit jihadists. You have to make a signal that such behaviour is not tolerated.
The problem is that ghettos have been formed over the years, stimulated by both the immigrants and the "locals". And undoing ghettos is one of the hardest things for a government to pull off.
Just look at the black or latinos in America.
