It can be. Most of the time, agnosticism is just apathy towards God and religion. Every now and again, though, agnosticism describes the belief that Humanity can know nothing about God.

I object to the concept of atheism being referred to as "religion". It is not a belief system, it is a conscious or sometimes passive choice of no belief system at all.

Calling "atheism" a "religion" is like calling "non-smoking" a "habit".

a lack of religious beliefs is still a belief system, as you believe that some higher being doesn't exist.

in that particular realm, atheism can be considered a religion, just not an organized religion.

Agnosticism can be applied to theists as well as atheists, so it is unfair to treat it as a separate religion.

Not necessarily. Atheism doesn't necessarily mean you don't believe in a higher power, it can also mean that you are unsure or apathetic. Also, religion is defined as the strong belief IN a supernatural power controlling human destiny, so atheism might be considered "areligion" (meaning not religion) instead.

there is no "unsure" about any of it... and, by the way....

Theism (n):

the doctrine or belief in the existence of a God or gods [ant: atheism]

Atheism is a belief structure, just not a conventional one... and one more for flavor...

Religion (n):

1. a set of beliefs concerning the cause, nature, and purpose of the universe, esp. when considered as the creation of a superhuman agency or agencies, usually involving devotional and ritual observances, and often containing a moral code governing the conduct of human affairs.

like I said, religion, just not organized religion.

Habit (n):

a. something which a person does usually or regularly
b. An established disposition of the mind or character.

This comes down to not making a choice a choice in and of itself. If you don't smoke on a regular basis, then, yes, not smoking is, indeed, a habit.

Not smoking is only a habit so long as you have to consciously make that choice regularly. I, on the other hand, never have to make that choice any longer. Not smoking is no more a habit than not flying.
